Qingdao Technical College(QTC) is governed by the Qingdao Municipal and Shandong Provincial Governments principally through the Qingdao Municipal Government. It was established in October, 2000, based on the former Qingdao Workers' University and combined with the former Qingdao Education College in April, 2002. The former Qingdao Workers' University was established in 1977 and the former Qingdao Education College in 1951. Tong Dizhou, a famous biologist and educator, and Lu Kanru, a master of National Studies, were once leaders of the college.
　 QTC is engaged in full-time vocational education to develop skills which are useful to our communities, giving consideration to the field of adult education, accreditation for Sino-foreign cooperative education as well as the training for headmasters and teachers from primary and middle schools. It has certification to accept foreign students and engages foreign experts in culture and education. QTC consists of three campuses-- West Center (Huangdao District), South Center ( Shinan District) and Central Center ( Shibei District). It covers an area of 580,000 m 2 and the number of the school staff comes to 742. The number of students under full-time higher vocational education has reached 8,000. About 10,000 people get various trainings in QTC annually. QTC consists of nine schools: Haier School , Information School , School of Engineering and Arts, School of Tourism and Foreign Affairs, School of Management , School of Logistics , International School , School of Adult Education and School of Education . QTC has 30 majors of higher vocational education, among which five majors-- Mechanical & Electrical Integration, Business Management (Household Appliances), Logistics Management, Tourism Management and Software Technology, are selected to be supported financially by the Central Government of China. Meanwhile the two majors of the Fashion Design and the Marketing (Beer) are selected to be supported financially by the local municipal government. QTC is the nationally recognized trainer in numerical control techniques, the nationally recognized trainer in electrician, electron and automation, the training base of higher vocational education of Qingdao . QTC has established 110 training bases with Haier Group and many other well-known Chinese enterprises. The total investment involved of all the training bases reaches 450 million CNY.
　 Under the leadership of the Qingdao Municipal Government and with the great support from all sectors of the society, QTC carries forward the educational concept of Teaching & Learning for Application , adheres to the motto of Cultivating Ability and Applying Knowledge to Practice and initiates the college's talents-cultivating mode of Teaching & Training in Practical Situations, Coupling the College with the Community . It also displays the spirit of Being Outstanding, Seeking Truth, Working in Coordination and Learning Forever and promotes the functional transformation of all the schools from teaching to schooling. QTC seeks to construct a place for the educating and training of the practical talents. QTC tries to make the innovations of teaching model, develops the curriculum in fully accordance with the practical requirements of the posts from the professional environment, gives prominence to the practical teaching, and carries out the grades assessment and dual certificates system. The first technical museum among all the higher vocational colleges of China is being built in the college, which will bring a new mode in the process of the reform and innovation of higher vocational education. QTC also jointly cooperates with the grand enterprises. QTC has set up the stable cooperative relationship in a long run with the enterprises including Haier Group, Tsingtao Brewery Co. Ltd, Hisense Group, Bank of Communications ( Qingdao ) etc. Basing on the cooperation with the enterprises, QTC has established Haier School, Hisense Class and Bank of Communications Class etc. which won the commendations from the leaders of the Ministry of Education of China. The service idea of A College for Common People and Teachers from Common People is being realized and the concept of The Staff of the College Will Love Their Students Deeply Forever is the heart of it. The employment rate is always being treated as the first indicator to the assessment of the college running. The employment orientation has been implemented into the major development and the whole process of education and teaching. The QTC Sub-Market of the Qingdao Job Market has been set up in QTC, which helps the realization of the high employment rate and the high quality of the employment as well. The employment rate of the graduates has always been at the top place among the higher technical colleges of Shandong Province . QTC promotes the concept of International Cooperation, forms an international cooperative schooling and communication network which covers Asia, America , Europe and Australia . The number of international universities and colleges with which we have established close reciprocal relations is now 22. These institutions include the Singapore PSB College and the Universite de Paris 13. QTC extends the social services, and the Haier Star Service Centre, which was jointly founded by the QTC and Haier Group, has trained 6,000 Haier staff from 12 countries and regions. And QTC has also trained 30,000 non-degree graduates for the society through the Adult Education Base of Qingdao. The Psychology Consultation Hot Lines for higher vocational college students of Shandong Province , for the primary and middle school students of Qingdao and for women have been opened. QTC also started the programs of jointly cultivating students with Qinghai Normal University and the assistance geared to the needs of the Tongren, Guizhou Province .

It has been awarded such titles as Leading Model Vocational College of Shandong Province , the first Outstanding Presidents of Chinese Vocational Education, The Advanced Vocational Institute of China , and one of the first Constructing Units of National Exemplary Vocational Colleges.
